EEPROM is a special ROM chip, which can be programmed and erased partly. it is done electronically. The EEPROM works a bit like RAM, but is very slow in access time. Data is stored (as in all ROM) without voltage. You can compare it to a CMOS RAM circuit functioning without battery.
